In an effort to simultaneously re-populate the world and maintain human genetic diversity, the vast majority of people alive are in vitro clones, in batches of ~20. In order to preserve genetic diversity, it is strictly forbidden to have sexual intercourse with any one at least 25% genetically similiar to yourself. Now, throw into the mix a perfectly scalable and invasive DNA-based intelligence net that can pull up every one's life history with a simple voice-driven query. Moderate this by temperated global democratic movements that seek not to punish but resolve any Code 46 violations, with an arsenal of memory erasal procedures. You have a really fucked up planet. It's actually a really excellent movie just released by the BBC; i heavily recommend it.
