Imagine the world approx. 150 years now.
Global warming has eroded the world's ozone layer to such a point that virtually all of the planet is desert. A few hundred million humans remain, mostly in large metropolitan areas where "cover" from the Sun is the most prized authorization...
Here you are licensed to "roam" from the various metroplexes in 24 hour segments. Tarry too long and your cover-license expires, and you must stay in the place you are visiting. Not really a problem with the latest hydro cars and sub-orbital planes that can zip around the world in just under 2 hours.
In an effort to simultaneously re-populate the world and maintain human genetic diversity, the vast majority of people alive are in vitro clones, in batches of ~20. In order to preserve genetic diversity, it is strictly forbidden to have sexual intercourse with any one at least 25% genetically similiar to yourself.
Now, throw into the mix a perfectly scalable and invasive DNA-based intelligence net that can pull up every one's life history with a simple voice-driven query. Moderate this by temperated global democratic movements that seek not to punish but resolve any Code 46 violations, with an arsenal of memory erasal procedures.
You have a really fucked up planet.
It's actually a really excellent movie just released by the BBC; i heavily recommend it.
