They are buggy in the sense that while they arguably added sanity checks to prevent misuse of their new (and undisclosed) protocol changes, they do so in a way that will cause eMule clients using the new protocol features to leech from xMule, instead of just banning the offensive clients outright, as they should.

It is far better for xMule clients if they are banned outright rather than being leeched from. Now we make this so by responding with a ban if certain upload responses are totally dropped by any client (which is indicative of leeching behaviorisms).
